We specialize in the design, development, and instruction of financial & credit training programs for banks throughout the U.S. and abroad.  

Our training philosophy is simple.  In order to build a strong credit culture, a bank must have consistent credit analysis language, a common analytical framework, and an ongoing commitment to learning & development.  This belief is the foundation of our course offerings detailed in this catalog.

In an increasingly competitive & challenging lending environment, it is critical that banker’s skills are focused on client needs and sound credit decisions, in accordance with the bank’s policies & practices.  Paragon Hill recognizes what works in building the knowledge needed to be successful in today’s financial services arena.

We offer both in-person classroom & virtual training options.  Using only instructors highly skilled in credit analysis and relationship management, we deliver relevant and interactive learning solutions tailored to the bank’s needs.  Participation is achieved through case studies, small-group exercises, individual assignments, and other instructional activities.  

We recognize banks serve specific markets and have a unique credit culture and underwriting standards.  Paragon Hill develops training programs and materials with this in mind, ranging from middle market to large corporate, agriculture, private banking, energy and real estate lending.  

Case studies can be written using credits from the bank’s portfolio to emphasize the bank’s credit underwriting and market issues.  Additionally, we can provide:

  • pre training diagnostic assessments to determine skill/knowledge gaps 
  • post training assessments to gauge participants understanding of the key concepts
  • certification to document participants successfully completed training and demonstrated competency of topics covered

Paragon Hill also offers consulting services in evaluating a bank’s credit culture and processes.

Instructor & Staff Profiles

Tom de Roque

Before becoming a training & credit consultant and forming Paragon Analysis in 1994, Tom spent over 12 years in commercial and corporate banking.  He was a senior Corporate Finance Officer with Security Pacific Bank where he managed the relationships of both domestic and multinational corporations.

At Bank of America, his final position was the Program Director of Credit Training responsible for design, instruction and management of advanced finance courses for domestic and international lenders.

In addition to North American financial institutions, Tom has taught lenders worldwide in countries from Turkey, India, Brazil and Japan.

He has a B.A. in Economics from the University of California, Santa Barbara and an M.B.A. from the University of Southern California.


Harlan Hill

Prior to establishing Hill Financial Education in 1997, Harlan managed Bank One Corporation’s Commercial Banking Education & Development Group, responsible for executive course development and delivery. Bank One later merged into JP Morgan Chase Bank.

Additionally, he spent a combined 13 years as a Relationship Manager in the Energy group of Bank One Texas and InterFirst Bank Dallas.

His teaching experience began as an adjunct professor of finance at SMU and Ohio State University. He is also a former instructor at the Pacific Coast Banking School (University of Washington in Seattle), and at the Graduate School of Banking (University of Wisconsin in Madison).

He has a B.A. and B.B.A. from SMU and an M.B.A. in Real Estate Finance from the University of North Texas.


Linda Gardner, Instructor

Linda provides training design, development, instruction, and consulting to organizations in the areas of risk management and corporate finance. She has trained professionals in both investment and commercial anking for some of the world’s leading international financial institutions.

Prior to this, Linda spent ten years with Citicorp in the areas of treasury, credit, and lending. In addition, she has spent over 15 years as an adjunct professor at the Rochester Institute of Technology and State University of New York.


David Herter, Instructor

David specializes in the development and delivery of credit,lending, and corporate finance seminars.

David had a 22-year career in corporate banking. He served as Director of Credit and Capital Markets Training at FleetBoston Financial where he was responsible for developing and teaching credit and finance courses to over 5,000 commercial credit professionals.

He also ran the bank’s Corporate Banker Program that trained incoming undergraduates and MBAs to become financial analysts, lenders, and capital markets associates, and delivered a continuing education curriculum of over 40 seminars for experienced lenders throughout the bank.

Before joining Credit and Capital Markets Training, he was a Managing Director and Team Leader in BankBoston’s Media and Communications Lending Group with oversight for the bank’s $1.4 billion Global Cable TV Portfolio.


Tracey Smith, Instructor

Tracey specializes in providing training solutions as well as financial and risk management services to financial institutions and manufacturing companies.

She brings a unique perspective to training given her extensive experience with both financial service organizations and with privately held and publicly traded corporations. She currently designs and teaches programs in individual and corporate tax analysis and credit risk analysis for major commercial banks.

Tracey began her career by working in the audit area of a leading public accounting firm. She then moved into the banking industry, working as a Credit Analyst for First Interstate Bank and as Corporate Banking Vice President at Security Pacific Merchant Bank.

After leaving banking, Tracey joined Arcor, Inc., a leading metal parts manufacturer, where she held various positions including Vice President, Chief Financial Officer and Chief Operating Officer. She established IGI Corporation in 2010 to focus on her training initiatives, where she has developed curriculum and facilitated training for leading financial institutions around the country.


Ann Weimer, Instructor

Ann was Vice President in the Private Banking Division of Bank One (now JP Morgan Chase) for 11 years. She was responsible for managing the Corporate Executive Group consisting of a team of Relationship Managers lending primarily to executives in the Columbus area.

While having managerial responsibilities, her primary responsibility was to develop long term private banking relationships including several medical groups and law firms.

Her duties also included underwriting and approving credit transactions involving stock purchase, secured and unsecured lines of credit, business purchase, and residential and commercial real estate. She was also responsible for introducing the Bank’s investment, trust, mortgage, and cash management services to clients.

Prior to joining Bank One Columbus, Ann spent seven years with NationsBank Dallas, (now Bank of America) in the U.S and Canada Commercial Lending Division with large corporate account and business development responsibilities in the Chicago area.


Kim Adams, Chief of Staff & Technology

Kim began her banking career in credit underwriting and subsequently managed and trained analysts/underwriters in middle market & real estate. She has over 25 years of experience
in commercial lending and corporate training having worked for PNC, Wells Fargo and Capital One Commercial Bank. In her training roles, she consulted with bank leadership to assess training needs, build/source optimal solutions, and evaluate impact.

Kim has extensive knowledge in learning methodologies & technologies, including virtual classroom platforms and delivery.

She received her B.A from Ohio State University and her M.B.A in Risk Management from the University of Wisconsin. Additionally, she completed doctoral coursework in Training & Development at Ohio State University.

Entry Level Bootcamps

Paragon Hill offers three entry level bootcamp programs – 1) Accounting for Bankers, 2) Evaluating Credit Risk – Commercial Banking, and 3) Evaluating Credit Risk – Private Banking.  

These comprehensive programs have proven to be a cost-effective alternative to a bank’s in–house credit training program and can be customized based on the bank’s needs.  




Tom de Roque

Prior to founding Paragon Analysis, Mr. de Roque served as a senior Corporate Finance Officer with Security Pacific Bank where he managed the relationships of multinational corporations headquartered in Los Angeles and Chicago. His responsibilities included identifying credit, corporate finance, and interest rate management opportunities and delivering the banks’ capabilities to these multinational clients. During his tenure there he was active in the financing of middle market leveraged transactions located in Northern California. Following his employment with Security Pacific Bank, Mr. de Roque ran one of the credit training programs for Bank of America, with responsibility for design, instruction and management of advanced finance courses for domestic and international lenders.

He holds a BA in Economics from the University of California and an MBA from the University of Southern California.





Harlan Hill

Prior to establishing Hill Financial Education in 1997, Hill was Vice President and Manager of Bank One Corporation’s Commercial Banking Education Development Group, responsible for executive course development and classroom delivery. Hill developed and taught corporate wide credit and marketing education programs to relationship managers and credit approval officers throughout Bank One Corporation (now JP Morgan Chase).

Prior to joining Bank One Corporation, Hill spent six years as a relationship manager in the Energy group of Bank One, Texas. (Bank One was subsequently acquired by JP Morgan Chase Bank). In his capacity as a relationship manager, Hill was responsible for underwriting and closing senior debt positions, placing commodity risk credit derivative products for bank clients, and developing comprehensive relationship plans for publicly traded and privately held middle market oil and gas producers in Texas and Oklahoma markets.

Hill spent six years with InterFirst Bank Dallas and its successor organizations, First Republic Bank Dallas and Bank of America Merrill Lynch. His teaching experience began as an adjunct professor of finance at the University of North Texas and Southern Methodist University in Dallas. Subsequent university teaching work includes an adjunct position at the Ohio State University in Columbus.

In addition to his university and private industry teaching experience, Hill is an instructor at the Pacific Coast Banking School in Seattle, Washington, and at the Graduate School of Banking at the University of Wisconsin in Madison, Wisconsin.

Hill has delivered comprehensive financial education programs in the Far East, Europe, Australia and Africa, as well as numerous domestic programs for major international banks and investment banks.

He earned a BA and BBA from Southern Methodist University (SMU), and an MBA in real estate finance from the University of North Texas.
